Personal space is a location created by the player using Retranslator , which can be obtained at traders in Replication Stations or in cities, most notably in Vault City from Vicky. It can be created in almost any part of the world map on particular encounters that have an underground part for to them - like graves, basements or wells by using the Retranslator in the underground area.
From then on, until moved somewhere else, the player can re-visit the location only he sees and find it as he left it, allowing him to use it for storing items. While vehicles persist on the outside part of the personal space, nothing else does, making the underground part the only safe space for storing your items. The area is severly limited on storage, leaving most players to storing their items into slaves kept there.
The player can only have one such location, when he uses the Retranslator anywhere else, the location will be over written. A safety prompt is put into place, preventing the player to do this accidentaly.
Forums suggest there are ways to allow other players share your personal space, however methods of doing this need clarifying. Other than that, the only way for other players to access your personal space is following you there. This is also a vulnerabity, therefore a player should be vigilant whether hes not being followed when entering private locations.
Bases

Any player can pay a certain amount of money to the NPCs in different cities in order to get himself a comfy base.
Bases at nearly any city are aviable, with an exception of San Francisco.
One player can own a single base in an area, but can be added to more. If a player buys an another base in an area, the old one will dissapear. A safety prompt is put into place to prevent doing this accidentaly.
In the dialogue, the player can choose the nearby city, the direction from it in which the base will be located, and then, finally, the base type.

- Vault-City - Stark. (Vault City, Gecko)
- Redding - Sheriff Marion. (Redding only)
- Broken Hills - Markus. (Broken Hills, New Reno)
- NCR - Elisa. (NCR only)
Base prices depend on the geo-location and size. You can buy everything from a small, but cosy cellar to an enormous military base for a whole faction.
You can also register other people to live in your base (and throw them out as well). If you've thrown someone out of your base, in case their character stays in the base, they will find themselves on global map. [отредактировать, ужасно выглядит]
